How to read these numbers — Allegiant Air publishes these limits in inches — the unit its airport sizers are built to. The centimetre figures are our own conversion, always rounded down. Airlines that print both units often print two figures that don't agree with each other — sometimes looser, sometimes stricter. When they disagree we go by the airline's own unit and round the other one down. Packing to our number keeps you inside the real limit.

Allegiant gives every passenger one free personal item of 18 × 14 × 8 in (45.7 × 35.5 × 20.3 cm) that fits under the seat, and that is the only bag included at no charge. The overhead carry-on, 22 × 16 × 10 in (55.8 × 40.6 × 25.4 cm), is a paid add-on that is cheapest reserved online and about $75 each way at the airport. There is no cabin weight limit, only the size, and wheels and handles count. Measure carefully before you fly.
Soft bag vs hard case
On Allegiant the free allowance is the under-seat personal item, so the real question is whether you pay for the 22 × 16 × 10 in carry-on or pack into the 18 × 14 × 8 in personal item. Allegiant asks you to measure including wheels and handles, and charges airport fees for oversized bags. A soft, frameless bag that compresses is safer than a rigid case built to the exact limit.
Boarding tips
